NJ Adds 11% Tax on Lottery Wins; Retroactive One Year

In New Jersey, lottery winners have never paid state taxes on their prizes, which the Treasury Department is quick to point out in its rationale for collecting them now. "We were one of the few states that did not tax winnings," Treasury spokesman Tom Bell said. "We're facing historic shortfalls in revenue. We had to look for solutions."

In a recent letter from his office, Larry EchoHawk made clear his opinions on Carcieri, a February high court ruling that says the BIA cannot put land into trust for any tribe that is not recognized by the Indian Reorganization Act of 1934. House expected to override veto of legislation to extend dog racing, 24/7 hours. Cranston Rep. Charlene Lima said “Bank of America took over Twin River in bankruptcy, not because Twin River was unprofitable, but because they had too great a debt service. By getting rid of the second and third lien holders, Bank of America is now taking over the track for $300 million in debt service. In Memoriam

Industry Loses Dear Friend - Sharon Sharp

We are very sad to learn of the passing of Sharon Sharp.  Sharon was not only an industry leader who played an important role for the past 25 years, she is a good friend to so many of us and she will be missed.   

Most recently, Sharon had been serving as Communications Consultant to Scientific Games Corporation.  Previously, Sharon had served as the director of the Illinois (1987-1991) and California (1991-1993) lotteries, and then worked with Public Gaming Research Institute prior to joining Scientific Games.

Sharon Sharp was appointed by Gov. James R. Thompson as Director of the Illinois State Lottery on Aug. 15, 1987. Prior to this appointment, Sharp served as deputy director of the Bureau of Marketing in the Illinois Department of Commerce and Community Affairs and was special assistant to the governor on women from 1979 to 1984.  
As the Illinois Lottery Director, Sharon was a member of the Illinois Development Council, the American Economic Development Council, the Chicago Woman in Government Relations Board and the League of Women Voters' Education Fund Advisory Board. In addition, she has received numerous achievement awards and was the subject of a public television film, "The Political Woman”, and appeared in the PBS Frontline special “Betting on the Lottery” which focused on the Illinois Lottery. 

Sharon then moved to California to serve as director of the California Lottery from 1991 to 1993.  While at the California Lottery, she introduced Keno, Fantasy 5, Daily 3 and multiple Scratchers.   Sharon then joined Public Gaming Research Institute.  She was the writer of the “Morning Report”, played a central role in organizing conferences, and became the publisher of Public Gaming International Magazine.  Sharon joined Scientific Games Corporation in 2002 as a Communications Consultant.  Her experience, knowledge and talent made her a valuable asset and she will be missed.  To her countless friends in the industry, it is the wonderful memories of her company that will be most missed.

MA Lottery to charge on Instant Pack activation

Some local stores pull out of lottery sales. The state needs money, and that has resulted in a change in payment terms that has led Hathaway and other agents to say they’ve had enough. “In the past, you had 90 days to pay for an instant ticket book, but now, once you’ve activated the book, you have to pay before the ticket is even sold,” she said.

AR Lottery Commission votes to join Powerball, discusses salaries  (Arkansas  lottery chief  Ernie Passailaigue, pictured left)  

The Lottery Commission has set Oct. 29 as the target date to begin selling instant-win, scratch-off tickets and Dec. 14 as the target date to begin selling tickets for daily numbers games. The proposals that vendors submit will determine whether Arkansans can start playing Powerball this year or next year, State Lottery Director Ernie Passailaigue said.

AR lottery critics focus on "Monitor" games

Industry experts think of Keno as just another lottery game.  There is no electronic "game" that is being played.  The monitor actually just displays results.  For critics to say this puts Arkansas “well on the way to state-run casinos" is more than a little hysterical.

The Arkansas Lottery is now filling two top positions (Marketing and Human Resources) and is moving aggressively to build a world-class operation.  The Arkansas Lottery Commission Legislative Oversight Committee approved Passailaigue’s request for up to 75 positions at a cost of about $5.1 million to start up the lottery.

INTRALOT signs new contract in Latin American Republic of Suriname. 

Through its wholly owned subsidiary INTRALOT St. Lucia, INTRALOT has signed a facilities management contract with Suriname Holdings Limited, a St. Lucia registered company which was assigned a 15-year license from the National Lottery of Suriname (NLS) to offer online lottery games in the country. Indiana Committee to review casino, track issues

 The new state budget lawmakers approved Tuesday created a committee to study 17 gambling issues and come up with recommendations by Dec. 1. The study committee will look at out-of-state competition, along with taxes, requirements for casino riverboats to maintain marine navigation systems and other issues.
