Legal Issues Surrounding Advertising of Scratch Game Odds- Lotteries are being sued for not publishing the changing odds for a scratch game. This would seem to be an ongoing and pervasive difficulty, as the advertised odds relate to the game as it begins, odds that change with each play and win. Public Gaming asked for feedback from Bill Murray, Deputy Director and General Counsel for the New York Lottery.
